The Finance and Account department is a specialised arm of the seven department of the Ministry of Information, Orientation and Strategy. The department gives evidence of accountability for the stewardship of government resources, particularly, on the sourcing for approved state government funds release for government project and for the pursuit of government policies to the accounting for disbursed funds released by government to the ministry.
The department amongst other specialised functions ensures prompt preparation, submission and payment of Ministry’s staff monthly salary; effective and coordinated budgetary control by matching and comparing budgeted budgetary positions figure with actual expenditure figures; advise the Accounting Officer and the Honourable Commissioner on all financial matters; maintain sound financial relations between the Ministry and the Office of the Accountant General; Ministry of Budget and Economic Planning; the various Banks and other Financial Houses; and Furthermore, the Office of His Excellency, the Governor and Deputy Governor respectively, and any other Government offices as the need arises.
The Finance and Accounts Department is made up of seven (7) Functional Units with there unit heads, namely:
Supervisory/Finance/Directive Unit: Responsible for approval funds, advice accounting officers and commissioner on finance matters, etc
Treasury Matters/Account Unit: Deals with all the treasury releases, I.O.Us and preparing monthly returns to treasury headquarters, etc.
Reconciliation/Inspectorate Unit: Ensure financial procedures are followed in payment and reconciliation of ministry’s accounts, supervises register on releases.
Budgeting and Control Unit: Matching/comparing budgeted amounts with actual request, apply for budget, release/clearance, and cash-backing certificate.
Salary/Payroll Unit: Prepare and submit staff salary, ensuring prompt payment of arrears and bonuses.
Overhead/Accounts Unit: Prepare and submit accounts on monthly overhead payments, etc.
Cashier Unit: Disbursement of funds and in charge of cash withdrawal for the ministry, etc.
