In a landmark move to harness its vast maritime potential, the Bayelsa State Government has officially launched its Seafarers Programme, a strategic initiative aimed at strengthening the state’s Blue Economy and empowering its youth with globally competitive maritime skills.

The event, held at the Golden Tulip Conference Hall, Onopa, on Thursday, is a collaborative effort between the Bayelsa State Education Development Trust Fund (BYEDTF) and the Bayelsa State Science and Technical Education Board (BSSTEB).

Empowering Bayelsa’s Youth for Global Maritime Opportunities

Speaking at the ceremony, the Honourable Commissioner for Education, Dr. Gentle Emelah, emphasized that the programme is designed to equip young Bayelsans with internationally recognized certifications and technical competencies essential for success in the global maritime industry. He stressed that the government remains committed to integrating maritime education into the state’s broader technical and vocational training framework to ensure a steady pipeline of skilled professionals.

Dr. Emelah, who was represented by the Permanent Secretary of the Ministry of Education, Mr. Simon-Peter Okene, noted that the initiative aligns with the state’s vision of creating alternative economic opportunities beyond oil and gas. He highlighted that by investing in maritime education, Bayelsa is positioning itself as a key player in the Blue Economy, with long-term benefits including job creation, economic diversification, and increased participation in global shipping, fisheries, and marine engineering.

In her address, the Honourable Commissioner for Marine and Blue Economy, Dr. (Mrs.) Faith Izibenua Zibs-Godwin, described the initiative as a transformative step in Bayelsa’s economic and human capital development. She emphasized that the state’s youth would no longer be passive observers in the maritime sector but active participants shaping its future.

“This induction is not just a ceremony; it is a defining moment for our state,” she declared. “With this Seafarers Programme, we are reclaiming our place as a true coastal powerhouse. The Blue Economy is more than an idea—it is a gateway to jobs, economic prosperity, and global competitiveness.”

She commended BYEDTF and BSSTEB for their strategic vision in championing the programme, underscoring that the rigorous training and international certifications would position Bayelsa youths as skilled maritime professionals, including ship navigators, marine engineers, and ocean transport specialists.

Addressing the inductees, Dr. Zibs-Godwin urged them to approach their training with discipline, resilience, and a pioneering spirit.

“You are not just going to sea; you are charting a course for Bayelsa’s future,” she stated. “Every tide you navigate, every challenge you overcome, brings pride and progress to our state.”

Stakeholders Laud the Initiative

Earlier, Professor (Mrs.) Ayibaemi Ibutume Spiff, Chairman of the Bayelsa State Science and Technical Education Board (BSSTEB), underscored the programme’s significance in bridging the gap between education and employment in the maritime sector. She stressed that providing young Bayelsans with globally recognized maritime certifications would enhance their employability and expand career opportunities both locally and internationally.

Similarly, Dr. (Mrs.) Alice Atuwo, Executive Secretary of the Bayelsa State Education Development Trust Fund (BYEDTF), highlighted the programme’s long-term impact on economic sustainability. She noted that beyond providing training, the initiative is structured to create a strong network of maritime professionals who can contribute to the state’s economic diversification. She further emphasized that the programme would attract investment in maritime infrastructure, shipbuilding, and logistics, thereby stimulating growth in related industries.

Also in attendance was the Chairman of the Bayelsa State Elders Council and former Deputy Governor, Rear Admiral Gboribiogha John Jonah (rtd.), who applauded the initiative as a bold step toward repositioning Bayelsa as a leading force in the marine economy. He encouraged the inductees to embrace excellence, emphasizing that the maritime industry demands not only technical expertise but also strong character, discipline, and commitment.
